As MMarko said the mod_user Tweak under "Tweak Security" will stop that, it will also kill your shared SSL if you have it setup on the server it but you can exclude the domain that is setup on if you want to allow access.

Where BW isn't count - in cPanel or in WebHostManager?

In my case bandwidth counted in user's cPanel is ok but bandwidth in WHM shows smaller number than sum of cPanel's bandwidth usage. If this is in your case too try submiting a ticket.

The problem is that Bw count is not running on user cpanel ... so he have an unlimited traffic / month , which i dont want ...
Due to non working BW count on user cpanel , the main BW count in WHM doesynt work too.

    Any other ideas?

Its badly important for me :/

Look at options in "tweak settings" in WHM.
