CPanel & Whm dont start? service cpanel restart says they ok but cant access?

I was using the current cpanel update but I changed to release, then did cpup --foce....
Everything went well no errors, but I cant access WHM or CPanel...

I've tried restarting service cpanel restart, each time everything shows as ok but I still cant access it..?
