cPanel/WHM No Access Been all through the forums

I cannot access my whm and cpanel on secure and insecure ports. When i shell in
I can see that cpanel is indeed running, but when i restart cpanel it gives me this:

Stopping cPanel services: Waiting for cpsrvd to shutdown......Done
    Waiting for cpsrvd-ssl to shutdown......Done
    [ OK ]
Stopping pop3 services: Waiting for cppop to shutdown......Done
    Waiting for cppop-ssl to shutdown......Done

Stopping cPanel log services: [ OK ]
    Stopping cPanel Chat services: [FAILED]
    Stopping Melange Chat services: [FAILED]
    Stopping InterChange services: [FAILED]
Stopping cPanel ssl services: [ OK ]

Stopping mailman services: Shutting down Mailman's master qrunner

Starting SMTP Tweak: SMTP Mail protection has been enabled. Only users with the gid mail or mailman may make smtp connections.
    [ OK ]
    Starting eximstats: [ OK ]

Starting cPanel Log services: Waiting for cpsrvd to shutdown......Done
    Waiting for cpsrvd-ssl to shutdown......Done
==> cPanel Log Daemon version 22.2
    ==> Shared RRDTOOL support enabled
    [ OK ]
Starting pop3 services: Waiting for cppop to shutdown......Done
    Waiting for cppop-ssl to shutdown......Done
    [ OK ]
    Starting cPanel Chat services:
    Starting Melange Chat services:
Starting cPanel ssl services: [ OK ]
Starting mailman services: Starting Mailman's master qrunner.

When I do a cpanel status I get this:

    cpsrvd (pid 21257) is running...
    entropychat is stopped
    melange is stopped
    stunnel is stopped
    interchange is stopped
    qrunner is stopped

Theres no mention of whm at all there, so Im at a total loss. Its the newest cpanel and my system is fedora 4. It was all working fine, then just all of a sudden went out. I know theres alot of posts about this, and ive tried every single solution to no avail. I just need to get back access so i can add new customers and such. Thank you

    root@nemesis [~]# service cpanel status
    cpsrvd (pid 32438) is running...
    entropychat (pid 31576) is running...
    melange (pid 3927) is running...
    stunnel is stopped
    interchange is stopped
    qrunner is stopped

    it doesn't .

    root@nemesis [~]# telnet localhost 2086
    Trying 127.0.0.1...
    Connected to localhost (127.0.0.1).
    Escape character is '^]'.
    ^]

try telnetting the ports. 2082 2086 2087 from localhost. if they are opened should work. if not check your server firewall.

thats what i get for each its weird, i get a page cannot be displayed when i try to access cpanel, and when i try to access whm i get this certificate popup, and i hit yes to the same cannot be displayed. im not too familiar with iptables, and theres no firewall on the system, it was working before, so im not sure what has blocked those ports, other than my dc. thanks
