cPanel's default SOA settings - why aren't they standards compliant?

I've read lots of threads in these forums that go like this:

"Q. I can see lots of DNS Report warnings relating to SOA values being too high/low

    SOA REFRESH value
    SOA EXPIRE value
    SOA MINIMUM TTL value

    How can I fix this?"

and the answer typically comes back:

"A. Don't worry about it. These are the default cPanel settings and it's the same for all cPanel users."

Perfectionist that I am, my question is - why aren't the default cPanel settings consistent with the recommended values? Has cPanel come out and said specifically "we disagree with these standards - we consider ours to be optimal"? Or is it just a case of legacy default SOA settings by cPanel that are on their to-do list to update in some future release?

    Any insights anyone?

    Thx.
