cPHulk not working on VPS

Working on a fresh new VPS I enabled cPHulk. I enabled "notifications on successful root login when IP is not whitelisted", but never received any emails (both whitelist and blacklists are empty). Initially thought this is a mail server issue, but everything checked out.

In attempting to figure out the problem, I placed my IP address on the blacklist (I have access to multiple IP addresses), and attempted to login... I got in just fine, proving cPHulk is not working even though it is enabled.

Any ideas or suggestions on what needs to be done to fix this would be greatly appreciated.
