Is there a way to setup administrators in WHM without giving them root access?

We can restrict direct root access in server, but am not sure its possible to login WHM other than root account.

Well I'm hiring someone and I'd like to give them access to modify my client's accounts without giving him full access to the server yet.

When you create a reseller account, you specify which permissions the reseller has or doesn't have.

If you want to limit their actions to certain accounts, set the reseller account to be the owner of those accounts they should be able to control. This can be accomplished via Reseller Center in the WHM interface by going to the bottom of the Reseller Center screen, selecting their reseller account then clicking on the "Change Ownership of Multiple Accounts" link at the bottom of the page.

You can do this via SUDO, but they'd have to run everything from SSH rather than WHM. But SUDO is your best bet.
