Create ftp account to access 2nd drive?

I use pure-ftp. I want to set up an ftp account to be able to access my second drive. This drive is only for back up. How do I set up such an ftp account? WHM/CPanel only allow for ftp access under user account directories, ie:
/home/account1 ... etc

If you have root access, I would use ftp over SSH. That way you can ftp in as root and access the entire machine.
