Is it possible, through the API, to create an FTP username either without the domain or with a non-hosted domain?

ie, create a user named "billybob42894@gmail.com" or just "billybob"

I know that I can't do it in cPanel itself.

    Hello :)

The user@domain format is required for virtual FTP accounts regardless of how the accounts are created. The only way the @domain suffix is not required is if it's the username of the cPanel account itself.

    Thank you.

Does the @domain suffix have to be a domain hosted on the account?

Yes, it must be a domain name that's added to the account.

    Thank you.
