SOLVED Create reseller with its own IP shared with customers

I have been able to create resellers in the past which can share an IP address among its own customers. Looking at my current setup, I have one set of IP addresses shared as the default for the entire server by the root account. I recall being able to set up a reseller that would be able to create its own accounts and use a different shared IP address for that reseller's customers. So

default shared IP: 123.456.789.111
reseller's shared IP: 123.456.789.222

On this machine it appears that each reseller has its own dedicated IP and a default IP that is the reseller's shared IP pool. I'd like to do this again or have the reseller sell accounts and share its own IP address but I seem unable to accomplish this in WHM on a new cpanel install. Might anyone be able to shed some light or directions to docs for setup?

Got it. The order is to set up your reseller first on the shared. Then use "manage a reseller's shared IP" and then move all the accounts using the "Change IP" option to that shared IP address.
