Creating a filter for all server domains and accunts

    Hi,
    I wanted to make a filter that will move emails identified by spamassasin, to the Junk folder. But as I see, creating filters is only available in user's control panel. I don't want to instruct every single user to do that himself nor do I want to do it for them ... how can I make a filter globally for the whole server? Is there any GUI for it or shall I edit a config file or something?
