Creating Skins?

I am just wondering on how you create WHM and CPanel skins? I want to know where to start. How can I create my own? I don't want to just take one and customize it with my images. I want to start from scratch. Anyone know how to do this? I'm sure there are people, but is anyone willing to explain this to me?

First familiarize yourself with themes by modifying default themes as they are in HTML you can modify it to a new style not just manipulating their images

When you become familiar with themes you can start creating one, however it's necessary to look at default themes frequently when Cpanel brings up new features
