custom error pages, change?

Is there a way to disable custom error pages in cPanel?
I want users to see error pages defined by me. I've tried to set up direct path in 'ErrorDocument' in httpd.conf, but apache always adds PATH_TO_USER_DIR to my path defined in 'ErrorDocument'.
Is it possible to turn off users custom error pages and use my ones? (in fact I want to do this with only one error)

add your custom pages to the skeleton dir, when new accounts are created the user will have your error pages (wont apply to existing accounts though, you will have to manually add the files to those)
