custom / user php.ini safety

    Hi folks.

    I'm wondering if users can make their own php.ini file is a security concern, as they can override the servers default php.ini settings.

    I see that many big hosts allow custom php.ini

    What would the best practice be for a shard hosting using SuPHP?
    I've tried to google this but I didn't find any good information.
