Customer can't login it says 'ip has changed"

I have a customer in the Philippines and every time he tries to login cpanel shows a error that says your IP has changed.

Any idea how to remove this block.

He is not blocked in the firewall.
The message is in cpanel.
He is a safe customer.

I have his IP ig there is a place to whitelist him from a cpanel block.
