I had created the ACL with name "Reseller" but by default if i create any reseller it does not use that ACL It was using some other ACL

How to set the "Reseller" ACL as default or edit the Default server ACL with our permissions

I'm afraid that there is no option available to make an ACL default in the WHM (I might be wrong). However, if your reseller orders are coming in through any billing automation platforms like WHMCS which has the option to load an ACL we have in the server to apply to the accounts created through it.

Creating Your First Reseller Hosting Product | Getting Started | Guides & Tutorials - Here we have an option "Reseller ACL List" in the Advanced mode where we could enter the ACL name and the accounts would have all the privileges set on it upon creation. Almost all other similar automation tools have this option in it already.

I do understand we can able to mention the ACL Name in WHMCS But my question is if there is no ACL Created on fresh cPanel server. By default cP was taking an Default ACL option so where is that file location

The cPanel stores ACL information in the /var/cpanel/resellers file. To manage it via command line or through Crons, you could use this API command:
