I created a new account using WHM. The main user can then login using cpanel using SFTP.

I then created 2 Normal FTP accounts in that same cPanel account. However the normal users cannot use SFTP but only FTPS.

I am trying to understand why?

    Thanks

FTPS would be TLS which doesn't require a shell environment in order to use FTP. sFTP uses a shell environment and only works for the main account user rather than virtual users. There is a feature request on adding this functionality for sFTP:

Personally, I disagree with the request about disabling FTP all together for FTP to be more secure. It would be more secure to not allowed shell access for a user via sFTP and to disable regular FTP, forcing TLS Encryption Support for Command and Data in WHM > FTP Server Configuration area.
