You don't have permission to access / on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I am also trying to get into my /cgi-bin/ folder to see of the awstats link is there. But I get the same error.

At users at which in a folder locate files index.html index.htm index.shtm index.shtml getting the following error and files do not open though they are present at instruction DirectoryIndex. Files index.php open without mistakes. If in .htaccess you register DirectoryIndex that all works normally.
    Before all worked normally.
    In what a problem?

    Go on, have a guess
This usually happens if you have the wrong permissions or ownership on the users public_html:
    Ownerships should be user:nobody
    Permissions should be 750
