    I am unable to replicate this behavior when logged in as a cPanel user using:

    WHM 11.28.35
    MySQL 5.0.91-community (which would trigger use of phpMyAdmin 3.x.x)

    I am attempting to replicate this behavior by logging into cPanel, clicking on phpMyAdmin in the cPanel interface and in the SQL tab of phpMyAdmin executing:

    Code:
    CREATE DATABASE mydb;
    I try to run this command and get:

    Code:
    #1044 - Access denied for user 'cpuser'@'localhost' to database 'mydb'
    Logging into WHM's phpMyAdmin afterwards confirms that database does not exist.

    I recommend submitting a support ticket about this so we can determine what is causing this on your server.

    For the time being, I am moving this out of the feature request forums.
