Change the default email account settings

How (where) can I change the default email account settings of all (new) accounts?

Not sure if this is what you're looking for but in WHM go to Home »Server Configuration »Tweak Settings » Mail. You can change your default email program there.

Seems you're right: Initial default/catch-all forwarder destination.

    Thanks!

    Hello :)

Yes, that option will change the default entry for all new accounts. You must still change the option for existing accounts manually.

    Thank you.

You may want to open up a support ticket on that and let one of our analysts take a look for you.
You can use the link in my signature below.

You can use the "Default Address" option in cPanel to modify the existing value for an account.

    Thank you.
