How (where) can I change the default email account settings of all (new) accounts?

Not sure if this is what you're looking for but in WHM go to Home »Server Configuration »Tweak Settings » Mail. You can change your default email program there.

Yes, that option will change the default entry for all new accounts. You must still change the option for existing accounts manually.

You can use the "Default Address" option in cPanel to modify the existing value for an account.
