Is there a way to limit or disable the ability for a user to set the memory_limit higher than the master php.ini value?

We're running PHP 5.2.11 configured with suPHP so each user creates a custom php.ini if they want to change php limits (not the .htaccess method).

I don't want to disable the ability to use php.ini files full stop - just limit a user from simply setting the memory_limit value to something ridiculously high.

I've seen some hosts running suPHP doing exactly this so it must be possible. But after searching the web for literally hours and reading through the suPHP documentation I've not come up with a solution (other than just disabling php.ini files).

Any tips would be appreciated! :)
