Disable SMTP using MAX_EMAIL_PER_HOUR ?

I know I can set MAX_EMAIL_PER_HOUR=1 to limit emails sent by an account to one-per-hour, but it is possible to effectively set the limit to zero, so that the account can't send any emails by SMTP?

I assume MAX_EMAIL_PER_HOUR=0 won't work, as that mean unlimited.
