We only offer 'managed hosting' meaning that customers don't get FTP access to their accounts. I would, however,
like to give them the xmail interface to set up their own email accounts etc.

Is there a way to create a user that has access to cpanel (xmail) but not FTP?

    Thanks for the help...

    Anyone? Any ideas?

Of course we still need FTP access to the account. I just want to
be able to create an additional user that has cpanel access but not FTP.

    Go on, have a guess
It's not something that's provided with cPanel. If you have a cPanel account, then you have FTP access to it. You might get away with screwing around with the FTP authentication files.
