The easiest way is to change the permissions on wget

    cd /usr/bin
    chmod 750 wget

This will make it that only root can run it.

Be careful doing this to other files as you could lock yourself out of files.

Any file that has world read on it can be accessed through SSH. Unfortunatly there is no cut-n-dry to disabling commands under SSH.

If you search through this forum you will find many discussions and opinions on what to do with or about SSH.
