Disallow creation of accounts with packages problem

I've been trying to setup reseller's on a new machine with RH9 + latest CPanel / WHM builds - if I select the option "Disallow creation of accounts with packages that are not global or not owned by this user" in the Reseller Centre in WHM the reseller can still access other packages which I do not want.

Any solution?

It depends on the settings you use when creating a Reseller account. Normally I create them from 'root' then login to their account, create a package for them and then assign it them.
