Disk Quota not working

Hi all,

Example :
I have created and applied package with 10 MB disk quota. But users was going over quota using 20 MB and more but i didn't receive any "critical disk usage" warning in email and not even restricted to go out of 10MB limit.

How to restrict the quota so that user won't step out of 10MB ?
