I don't get why cpanel has to take unique IPs for nameservers, under a PLESK machine, all the client had to do was go to their registrar and register the nameservers.

http://www-whois.internic.net/cgi/whois?whois_nic=216.40.247.76&type=nameserver

if you check 216.40.247.76 you will see that there are 4 or 5 different DNS servers registered to that IP.

Is there a way to not have cpanel use unique IP addresses for DNS?

It defeats the purpose of having multiple nameservers if they are on the same IP. The proper setup for nameservers and what is recommended is that each nameserver has a dedicated IP on a different &C& class.

For example ns1.nameserver.com on xxx.xxx.xxx.x
and ns2.nameserver.com on yyy.yyy.yyy.y or xxx.xxx.yyy.y
