If server have 1 ip only. Can setup web server and dns server with cpanel to testing ??

At least two IP addresses are necessary
IP1 for Machine(eth0), Primary Nameserver(NS1), Shared IP (Name Based Hosting)
IP2 for Secondary Nameserver (NS2)

But if you can assign your secondary Nameserver (NS2) to another box you can have only an IP address.
