DNSonly cluster with multiple webservers

I have a problem with this.
For example, I have ns1 and ns2 with cpanel dnsonly - I have server1 and server2, both are linked to ns1 and ns2

WHM administrator on server1 can edit all the zones on server2, server2 admin can edit zones on server1.

Can I restrict access server1 zones to only admin on server1 and admin server2 zones only on server2?

If both are root user, I'm not sure you can. if they are both setup as Reseller, I believe you can limit this sort of thing via:
WHM > Resellers > Edit reseller privileges & nameservers. You'll see Clustering and DNS options listed near top of Reseller ACL list.
