Does CPANEL or WHM use 443?

I have a weird issue on my Red Hat Linux machine running WHM and CPANEL.

The server has 5 public IP addresses assigned to it. What I am trying to do is have the web server ( Apache 1.3 ) limited to only the first IP. We have an application that needs to run on 443 and we want to be able to run this app on the other 4 IPs, which would still leave Apache running on the first one.

The first thing I noticed when I looked in my Apache.conf file was that the LISTEN directive was commented out

    # Listen: Allows you to bind Apache to specific IP addresses and/or
    # ports, instead of the default. See also the <VirtualHost>
    # directive.
    #Listen 443
    #Listen 80
If I uncomment it, and put in the IP that I want to use ( instead of it binding to all IPs ) and restart apache, I get an error message in WHM that says "HTTPD has failed, contact administrator"

Even when I comment out all reference to SSL in Apache, and try to restart it, it fails.

What is the recommended way to bind apache to one IP and free up 443 on all the other IPs using either all WHM or CPANEL or modifying the right file in Apache?
