Does register_globals need to be on in order for cPanel to work properly?
Why did cPanel put it on if it doesn't need it?

    Thanks,

    No its not required.

As to why; cpanel provides you with tools that make the job of administering certain aspects of your server easier. The default options selected are just that. You are free to tweak them how you wish.
