Does terminating an account remove database(s)?

And, if so, can I reassign ownership of the database to another account?

I want to be 100% sure that a database I used with an account will not be deleted when I delete the account, because I want to delete the account but not the database it used.

Yes, terminating the account would delete the databases. You'll want to make backups before you terminate if you still need those.

I'm assuming this means WHM is keeping track of which database user is attached to which account.
Is there a way to move a database user over to another account?

Could be problematic due to the way cpanel handles database names, but you could try the option in WHM called database map tool to try to change the user on the database.

Another potential solution would be to restore a backup of the database to the other account

You can't transfer ownership to another account just map a un-owned db to a user.

I'd suggest creating a backup of the database associated with the account and then recreating it in the account that will be remaining.
