I'm just curious as to whether or not WHM and cPanel use MySQL or a similar type database to store the actual information of the users in.

    Thanks a bundle

It uses config files. No mysql at all as far as I've seen.

I assume that is for both WHM and cPanel. Is it possible to edit the code of either in order to incorporate custom features or modules into the program? I'm assuming the answer there is *no* because of the licensing issue, but I thought I'd ask.

Basically, it is imperitive that we can access, modify and add user info from outside the WHM/cPanel programs.

You will not be able to edit the Cpanel/WHM source since we do not provide it but this doesn't mean that Cpanel/WHM will lock you out of configuration files. You can still manually edit httpd.conf, hosts, or any other files you need. Cpanel doesn't take over your OS, it works along side with it.
