Domain has outgoing email disabled

cPanel Access Level
Root Administrator
when I send email from my email I got this Error :
Domain domain.com has outgoing email disabled

but i didn't remember disable outgoing email in my account. also I check /etc/blockdomain and my domain not there , help to invistigate this issue.
