I performed a test version EDGE and easyapache
thus apache installed 2.2.3

I went back to stable version, since he upgraded Apache continues in version 2.2.3 as I would like to work with version 2.2.21

How do I force Apache to downgrade to 2.2.21?

You don't downgrade from 2.2.3 to 2.2.21, you upgrade (21 > 3).
Did you try to use Easyapache?
WHM-> Software-> EasyApache (Apache Update)

I'm a bit confused as our EasyApache installer should be the same in all tiers, including EDGE. When I check on my 11.31.2.11 machine using EDGE tier, I see the following when I check "latest-versions" for /scripts/easyapache command:

	1.3.42, 2.0.64, 2.2.21

[PHP 4]
	4.4.6, 4.4.7, 4.4.8, 4.4.9

[PHP 5]
	5.2.9, 5.2.17, 5.3.6, 5.3.8
I do not see any way to install Apache version being indicated either older (2.2.3) or newer (2.3) on EDGE.

Please provide the following output:

If you are reporting a different version than we provide, it almost seems possible that httpd rpms were used instead of ours:
