Downloading an exe file only goes for 1 sec if you wait 20 seconds or more before clicking run or save.

Why does it just download in 1 sec? If I click save right away it takes over a minute to download.

Sounds like a browser bug, try a different one.

I think what is happening is the browser downloads it to a temp folder whether he downloads it now or waits a minute. If he does it immediately, he has to wait for the download to complete and then it transfers to the folder he selected. If he waits before choosing the download folder, it still downloads it to the temporary directory so when he chooses the folder, it's already downloaded and only needs to be copied to his selected folder.
