e-mail account has ftp access

    We have a client who is on a email only package, the package lists zero ftp accounts, zero .....everything and his cpanel page confirms that. But he is able to use ftp to upload web pages to his public_html directory and view them via his IP~username.
    The default feature list includes ftp accounts, but if his email package lists zero ftp accounts why is he able to upload? Does the default feature list overide the package list?

    It is usually not a good idea to allow IP/~username access as any bandwidth used is counted against the main account not the username account.

    You can turn this off in WHM Main >> Security >> Tweak Security >> mod_userdir Tweak

    You prevent ftp access to any account you desire by creating a file:
    etc/ftpusers

    Add user names (1 per line) you want to restrict access in a list format:

    mailonlyusername
    anyusername

    etc.

    The user names also appear in etc/passwd

    #man ftpusers
    Is the user manual to use.

    This should be sound insurance against errant packages.

    Yep, etc/ftpusers will do the trick.
