E-mail not send hotmail,outlook

i can't send E-mail to hotmail from my servers i get some error message

You'll need to contact your VPS provider and see if they can get their IP's removed from Microsoft's black list

Which can be very difficult, and at least takes time.
Better option is to get another IP to send emails from.

i was send to him to check IP they say there is no issue with your IP
