Edit appearance of cPanel for "basic"/"expert" user

Hi,

we assume our users to be "basic" users who do not need most of the functionality provided by the cPanel.
Therefore, we would like to present our users of cPanel with a version that hides functionallity that may not be important to them. Additionally we would like to present a link "to expert cPanel" or similar with the full functionality.

What is the easiest way to realize this? Create a style, does something similar already exist, or something else?

Doing it this way, is it then possible for the user to access "expert" functionality right away if needed? Because that would be desirable.
Or would we then have to assign a different feature list once a user is deemed "expert".

You would have to assign them to a package that has an "expert" feature list.
