Is there a mod_expires config file somewhere or does it need to be created? if created where to put it for all users?
Am aware of that info, thanks. But that link along with the file mod_expires.c just say that Directives can appear in configuration files or in .htaccess files. My question is, Is there a default mod_expires config file somewhere or does it need to be created? if created where to put it for all users? Would creating mod_expires.conf and putting it in /usr/local/apache/conf/userdata/ work ?

OK, will answer this myself, if I were you kernow, I would add your directives to the Apache pre main include file.
