Some packages when edited, WHM does not upgrade the usernames using it to this package. Others do upgrade.

Can this be fixed?

Best way to find out is to submit a Ticket to DarkOrb with the details.

I have some tickets still opened about other topics. I will wait for few hours. May be someone has more information.

The package which does not upgrade when edited has spaces in its name. Could this be the problem?

Off-hand I would say that is probably the problem. Domain names, directories, anything created 99.99% of the time, should never have a blank space.

Check the ownership of the accounts with packages that failed to update. Perhaps they were imported/originally created as a reseller.
