Email distribution list using Account Level Filtering

    I need to create a distribution list using "account level filtering" instead of the mailing list, but when I tried it didn't work, the email was not distributed, it got stuck on queue until I killed the process. I need to do this as we are having problems with AT&T blocking group email between the same domain and users.

    An user john@hisdomain.com needs to send a message to 13 users at @hisdomain.com, but it never arrives to any of the users, neither bounces back to him, after gazillions tests we find out that AT&T is blocking the messages as spam, trying to deal with AT&T is a challenge.

    The ability to create the filter would be perfect in this scenario. Mailing list is to complex, and since the 13 users will always be the same, no need to use the mailing list.

    Does anyone know why the filter below would not work?

    TO contains mgr@hisdomain.com
    REDIRECT TO EMAIL user1@hisdomain.com
    REDIRECT TO EMAIL user2@hisdomain.com
    REDIRECT TO EMAIL user3@hisdomain.com
    REDIRECT TO EMAIL user4@hisdomain.com
    REDIRECT TO EMAIL user5@hisdomain.com
    REDIRECT TO EMAIL user6@hisdomain.com
