    Hi,
I am trying to forward email using domain forwarding on to another domain. The target domain is configured in CPanel, but primary MX points elsewhere.

Mail is not forwarding, but delivered to the default account for the target domain in the CPanel.

Have I missed anything in the configuration? Shouldnt mail forwarding obey DNS rather than localdomains?

No i think it will check for local domains first. Only if it doesn't have entry in local domains the mail will be routed outside the server.
