Email Domain Forwarding

I tried to setup email domain forwarding through a domain control panel but got a 404 error, as if the function is not available. I checked the Feature Manager and the packages in WHM and the feature is turned on for this domain. I checked the forums and don't really see anyone else reporting this problem, but did see something about some code that should be in the exim.conf file, which I also checked and it is correct. We're running version WHM 10.8.0 cPanel 10.9.0R-115. Any help would be appreciated.
