Unfortunately, your post doesn't really give us many clues to work with.
    Has it ever worked ??

maybe take a look in var/log/exim_mainlog, see if there are any tell tale signs.
Also try restarting mail server (exim) through WHM control panel.

mxtoolbox.com has a number of tools that may help figure out what's going on.
Maybe in the short term, I'd ask also your data centre for help.

I'm not sure being on a blacklist would stop you receiving.
As for sending, some sent emails may receive a bounce back, but not all of them.

When trying to send an email, what error message do you get back from your email software.

    HI @hossein

We really need some more specific details about what happens when you send mail. Please check out the thread here: Guide To Opening An Effective Forums Thread which should provide some help with the type of information we are looking to see.

    Thanks!
