Email quota pre-allocated against total account disk space?

Hi,

I've searched high and low but can't seem to find an answer to this question:

Do POP email account disk space get pre-allocated from the account's total disk space immediately upon setup?

That is, if I set up a new user account with 250 MB of total disk storage space, then give them 5 POP accounts at 50 MB quota for each one, have I just exhausted all of their total account disk space for other files?

Or, is the 50 MB quota just the max amount that can be actually *used* by each POP account and it's not actually being used until there is mail in there taking up space?

The quota is the amount that the mailbox is allowed to use. It is not counted as used until it is actually used.
