Greetings! Could you please elaborate on the matter? I was not able to figure it out and properly comprehend the way it works.

Let us assume I have a cPanel account with quota of 2 emails that can be sent per hour per domain.

When I try sending 3 emails at once, the third one will be deferred and placed to Exim mail queue and I can see it via "exim -bp" command.

It is deferred with the following bounce-back:

"Domain "example.com" has exceeded the max emails per hour (2/2 (100%)) allowed. Message will be reattempted later"

All seems good and working as expected.

However, If I attempt to send one more email it gets bounced and fails, instead of being deferred and placed to mail queue.

The following bounce-back is present:
" Domain example.com has exceeded the max emails per hour (3/2 (150%)) allowed. Message discarded."

Could you please specify what exactly determines whether the email that is hitting the quota will be put to queue or discarded at once? It is not entirely clear to me.

Any help/elaboration would be most appreciated.

Take a look in WHM -> Server Configration -> Tweak Settings -> Mail
" The percentage of email messages (above the account’s hourly maximum) to queue and retry for delivery. (Minimum: 100; Maximum: 10,000) [?] "
