Im finding a lot of clients POP accounts are constantly going over quota despite having quotas set on them.

Is there an issue with POP account quotas currently?

    Things to check about quotas

    /home/$user/etc

Make sure is chowned correctly, so the mail server can read the quota file - make sure the quota file in there, does indeed contain the correct quota.

    # grep $user /etc/quota.conf

Make sure there is only 1 entry in there or the first entry that appears, is the actual amount of disk space allocated to that account. Modify if needed. Those are the common ones in my findings.
