SOLVED
THe problems below were resolved by asking AWS to remove outgoing restrictions on my AWS Lightsail CPanel install. Simple as that.
aws.amazon.com
BELOW IS MY WINGY THREAD, which ironically I solved hours later, but not after a few weeks of going round in circles.
---------------------------------------------
I have tried virtually everything I can find in these forums and Google and yet I cannot send email
My CPanel is a new installation. Mail arrives OK, but it wont send and I am going round in circles now which is not unusual for me with servers.
I have unlocked the ports, both 25 and 26 and set exim to use port 26. (I understand thats incoming only)
Seems that everything I do doesn't work.
MX toolbox says everything is fine except :
Thought I would ask for help, but I suspect I will be given links for all the things searching for this already gives.
I also have
DKIM Problems Exist
and
SPF Problems Exist
een though I have copied the required settings.
I have worked throught the directions on
Reverse DNS (PTR) Valid
But I suspect that thats not right. However, all of this does not explain the inability to send to outside servers.
Any advice?

Remove port 25 restriction from your EC2 instance
I'm having trouble sending email over port 25 from my Amazon Elastic Compute Cloud (Amazon EC2) instance or AWS Lambda function.
