Email User Level Filtering Not Working

I'm setting up a user level filter for emails with Body Contains. I am testing a long html email and the filter is not working. The conditional value is definitely present in the email but it is pretty far down in the email in terms of characters. If I place the conditional value further up in the email, then the filter works. It seems that the filter does not detect body contains values beyond a certain number of characters.

Is this indeed the case? If so, how can I increase the depth of checking for message body?

Could you please provide both the message body (you could use a txt file if it is too large) and the filtering rule?
