This doesn't seem like a problem with your server at all, but an issue with that particular Gmail account. Gmail has rate limiting in effect that is keeping that user from receiving any messages, not just from you. There isn't any way you can resolve this, but the user will accept messages again as soon as that rate limiting has stopped.
